Preheat the oven to 180°C and prepare a muffin tray with cupcake cases.
Combine the flour, sugar and salt in a bowl and set aside.
Whisk together the eggs, milk, oil and vanilla essence.
Add the wet ingredients to the dry ingredients and mix until well combined, then add the water. Note that the batter will be runny.
Fill the cupcake cases halfway with batter and bake for 25 - 30 minutes or until a toothpick comes out clean.
Remove the cupcakes from the tray and allow to cool completely.
For the icing, combine all the ingredients and beat until smooth.
Pipe or spread the icing onto the cool cupcakes and decorate as desired.
